Delivery bounced

The message could not be delivered, as reported by the sending provider.

This has a side effect on the subscriber: they are moved to bounced so later sends skip them, which also emits subscriber.unsubscribed with reason: bounced. Expect both events for one bounce.

Delivered as a single HTTPS POST to the consumer's registered endpoint, with the message as the JSON request body. Respond 2xx to acknowledge. Anything else, or a timeout, is retried with backoff, so acknowledge fast and do the work afterwards.
